CNN —The UN human rights office described sexual violence in Haiti as “severely underreported and largely unpunished” in a harrowing report released Thursday that documented cases of rape and forced sexual relations with gang members, as well surging levels of gang violence in the country. The violence has caused the internal displacement of approximately 313,900 people as of December 2023, according to the OHCHR. “All these practices are outrageous and must stop at once,” said the UN High Commissioner for Human Rights Volker Türk. “Widespread corruption and dysfunction of the justice system greatly contribute to the pervasive impunity for grave human rights violations, and they need to be addressed urgently,” said Türk. Prime Minister Kyriakos Mitsotakis told parliament that the measure would cost the state 82 million euros ($89.31 million) in 2024 and announced more steps to appease the protesters. Farmers have been setting up blockades in central and northern Greece, echoing grievances from farmers across Europe, who have staged hundreds of tractors blockades in France and Brussels where EU leaders met on Thursday. A group of them lined up their tractors in the northern city of Thessaloniki on Thursday, surrounding the Agrotica trade fair venue. PPC, Greece's biggest power utility, will also offer an extra 10% rebate on electricity for farmers from May to September, Mitsotakis, who met protesting farmers in central Greece this week, said. Mitsotakis said that the state will spend in total 3.3 billion euros over the coming years to repair damage in Thessaly.

Kyiv CNN —A Russian missile struck a cargo ship as it docked in the Ukrainian Black Sea port of Odesa, killing the pilot and injuring four others, Ukrainian officials said. Ukraine’s southern military command said a Russian tactical aircraft in the Black Sea launched an anti-radar missile at the ship on Wednesday afternoon. Russia has repeatedly attacked Ukrainian ports since withdrawing from a UN-brokered deal that guaranteed the safe passage of grain though the Black Sea earlier this year. “This is the 21st attack on Black Sea ports in the Odesa region since Russia left the grain deal in July. A bumper harvest will strain storage capacity and hold down prices of the world's most traded commodity crop. Already corn prices are trending near three-year lows at a time when some food prices are rising due to tight supplies of other staples like rice, stoking inflation worries. Just 16 months ago corn prices were at their highest in a decade as the war in Ukraine disrupted supplies from the Black Sea breadbasket. USDA forecast that domestic corn supplies would jump 55% to 2.111 billion bushels in the 2023/24 marketing year, helping push the global stockpile to a five-year high by September 2024. Some growers need to take out loans to fund their operations as they wait and hope corn prices will rise.

It also lifted restrictions on the export of fuel already accepted for export by the Russian Railways and Transneft (TRNF_p.MM) before the initial ban had been announced last week. The ban on all types of gasoline and high-quality diesel remains in place. Russia in recent months has suffered shortages of gasoline and diesel. Wholesale fuel prices have spiked, although retail prices are capped to try to curb them in line with official inflation. The crunch has been especially painful in some parts of Russia's southern breadbasket, where fuel is crucial for gathering the harvest.

Poland’s decision was both sudden and predictable, coming after months of tensions over a temporary ban on Ukrainian grain imports to a number of European Union countries. “We no longer transfer weapons to Ukraine because we are now arming Poland,” Polish Prime Minister Mateusz Morawiecki said in a blunt social media statement on Wednesday. But three nations – Poland, Hungary and Slovakia – said they intended to defy the change and keep the restrictions in place. They are particularly suffering in their stronghold rural regions in eastern Poland, where agriculture is an important economic pillar. The urgency of the war to Poland has also slipped over the course of year.

Russia imposes temporary restrictions on fuel exports
  + stars: | 2023-09-21 | by ( ) www.reuters.com   time to read: +2 min
"Temporary restrictions will help saturate the fuel market, which in turn will reduce prices for consumers," the government said in a statement. Government officials have said that the plans are intended to restrict fuel exports only to those who make the oil products, in order to avert a large-scale fuel crisis; a prohibitive duty on fuel exports has been considered. Wholesale fuel prices have spiked, although retail prices are capped to try to curb them in line with official inflation. Traders say the fuel market has been hit by factors including maintenance at oil refineries, bottlenecks on railways and the weakness of the rouble, which incentivises fuel exports. Russia exported 4.817 million tons of gasoline and almost 35 million tons of diesel last year.

Robust rains accelerate rice planting in India

Higher rice planting in India, the world's second-biggest producer of the grain, will ease concerns about lower output of the staple. Farmers typically start planting rice, corn, cotton, soybeans, sugarcane and peanuts, among other crops, from June 1, when monsoon rains are expected to begin drenching India. For June and July together, India's monsoon rains were 5% above average, falling 10% below normal in June but rebounding to 13% above average in July. Farmers planted 17.9 million hectares (44.2 million acres) with oilseeds, including soybeans, 2.2% more than a year earlier. Corn was planted on 7.6 million hectares (18.8 million acres), up from 7.5 million hectares a year earlier.
